Changelog: new Error::is_dns(), new ClientBuilder::http1_max_headers(), TLS version added to TlsInfo, a hickory-dns IPv6 preference fix, and a multi-proxy auth-header fix. No removed/renamed APIs, no changed defaults that affect existing calls, no new MSRV/peer requirements. Transitive base64 bump (0.22.1 → 0.23.1) is pulled in by reqwest itself, not a direct dependency here.

Nothing in this repo touches the changed surface. Uneventful, safe to merge. CI was still queued/in-progress at review time; nothing had failed.
