Civclassics Kira reached the rate limit for normal Discord bots frequently, sometimes building up hours of queued messages. Using Webhooks instead for snitches/chat would solve this problem. Alternatively we could try and convince Discord that we're good bois and should get rate limit bypass (which all big bots have).
