Adds a fail-closed main-only manual promotion from the existing signed draft build, preserving SBOMs, checksums and Sigstore attestation. Public vX.Y.Z is blocked until exact-source CI, a draft candidate from the same SHA, four independent acceptance references, review environment and checksums all pass. No production claim or npm push is made now.
