Sorry if it's large, but it would be harder to create PR for each one separately. This is something I use on my machine. Besides adding new rules I also fixed some typos in old ones, moved gpg to separate rule, and moved xdg-portal utils to a separate flatpak rule.
From previous issues it seems like you don't want to see compiler rules here because it affects benchmarks. I didn't include them in this PR, but they are really helpful for me, so I will maintain them in my fork, feel free to use them if you change your mind. Also I have bunch of Debian-specific rules, which are not really applicable to CachyOS, so I will keep them in my fork too.
