Since this is just CI bits and pieces and it's fixing a failure hitting external contributor PRs I'm going to merge this without blocking on a 2nd review. Happy to iterate further if there's any feedback after the fact. |

Should also address the spurious CI failures on main from statickcheck/go version mismatches.
