The management plane namespace review process is being automated via the namespace approval workflow in azure-rest-api-specs (PR Azure/azure-rest-api-specs#44085). Once merged, namespace reviews happen directly on spec PRs through automated label-based approval, replacing this manual issue template. This PR removes the legacy GitHub issue template used to request management-plane namespace reviews, in preparation for transitioning those reviews to an automated, label-driven workflow in azure-rest-api-specs.

- Deletes
.github/ISSUE_TEMPLATE/adp_mgmt_namespace_review.md(the “Architecture Board - Management Plane Namespace Review” issue template). - Removes the associated issue-chooser entry so teams can’t file new requests via this manual template.
