chore: allow google/recaptcha 2.x

Summary

Hey there, I maintain the google/recaptcha package. I've recently released 2.1.0 and it looks like a pretty light update for you.

Since arkecosystem/foundation already requires "php": "^8.4", widening the google/recaptcha constraint in composer.json from "^1.3" to "^1.3 || ^2.1" lets downstream projects resolve the 2.x releases without forcing an immediate lockfile break. VerifyRecaptcha is already compatible with 2.1.0 with no code changes needed.

Hi @rowan-m, I did some digging and it turns out we no longer use google/recaptcha so I have opened a new Pull Request to remove it. Thank you for opening your Pull Request but I will close it as it is being removed in #679
