• keep the online Researcher unchanged while immediately merging its Stage-7 directions into a provenance-separated knowledge collection
• add offline snapshot retrieval that materializes the same compact TechLead brief, with scoped deduplication, conflict tracking, and immutable manifests
• record Director outcomes separately and provide online/offline fidelity metrics plus CI coverage

Test plan

• Run the complete no-GPU pytest suite (1,018 passed, 1 skipped)
• Run Researcher-KB online/offline routing regression
• Run existing mode-dispatch, candidate-floor, and expert-skills Node regressions
• Replay a real KNN Researcher artifact through ingest/retrieve/compare (100% direction recall and specialty agreement)
