- Updated the baseline for the 42dotmk base42-vcpkg-registry to commit `a4f5dbe55df84ba70864f3ecfc7db5c2a06d75e5` - This change ensures that our project dependencies are pinned to the latest minimum(0.0.1) version in the registry
- Updated the sparq `portfile.cmake` to replace skipping of license with `vcpkg_install_copyright` to ensure proper `LICENSE` file installation - Updated the port version to `0.0.2` in `vcpkg.json`

This pull request updates the
sparqport to version 0.0.2 and makes improvements to copyright handling and version tracking. The most important changes are grouped below:Port version update and metadata:
