[Feature Request] Make the Tailscale integration more generic to allow for other mesh providers like NetBird.

Right now Tailscale is pretty deeply integrated in a way you even see it on every container when you don't have it configured.
It would be nice to have this more generic since I for one don't use Tailscale and am now using the new NetBird plugin for which I'd love this level of integration but it would require modification here according to netbirdio/netbird-unraid#6.

As a minor gripe I'd also like to just be able to turn this off completely if I don't have any mesh providers at all configured.
