Update date in license header comments

As title says, header comments for the license needs to be updated to be up-to-date.

Looks like this was done for main source code files nameCollector.cpp/hpp

Should it be in the tests?
README.md?

CMakeLists.txt has srcML wording. Need to change this.

Also docker?

Source, README, and CMakeLists.txt have their license information updated. The tests and other files still need their licenses updated/created.
