Bug: Mode selector mid-conversation changes UI state but not session state
Steps to reproduce:
Start a conversation in Ask mode
After the first exchange, switch to Agent mode using the mode selector
Attempt to use a tool that requires Agent mode (e.g. write a file, invoke an MCP tool)
The tool is unavailable or behavior remains Ask-mode constrained
Expected: Mode switch takes effect immediately, or the selector is disabled with explanation
Actual: UI shows Agent mode as active; session continues behaving as Ask mode
Impact: Users make safety-sensitive decisions based on false mode state — e.g. believing they are in a restricted mode when they are not, or believing a capability is available when it is not
