Delay in assessing idle for bg terminals

I was using tsc but it works with echo too: run this command exactly in a background terminal and report the result: `echo "hi"`

The command is run quickly but then the agents sits there for ~5seconds showing either processing or loading. I do see a small delay for non-background terminals too, but the delay with background terminals seems at least 2 to 3 times as long

It's expected to have some delay still, but this should be much improved.

still seeing this - I started a timer once I could see the pop out open terminal button to then response and it was about 8 sec.
