Incorrect naming for tool area and tool name

Some of the commands are named incorrectly in Azure.Mcp.Tools.AzureBestPractices. In our new-command.md we have a section about naming:

IMPORTANT: Command group names use concatenated names or dash separated names. Do not use underscores:

These ones must have fallen through the cracks.

• AzureBestPracticesSetup.cs: The name should not have underscores; it should be dashes.
• AIAppBestPracticesCommand.cs: The name should use dashes.
