feat(hackops): finalize deployment artifacts and template compliance

Merge feature/prompts: complete Step 1-7 artifact compliance, as-built docs, and HackOps infra artifacts.

- make artifact template validator warning-free
- add Step 7 documentation and visuals
- update related HackOps issue statuses
