Public surveys have been introduced in google/ground-platform#2121. For now we only have one, "Try Ground", and new surveys can only be created as "Restricted" or "Unlisted".
Arguably, curation of which surveys can go public would need to stay with us, in order to not overwhelm users with an uncurated list of potentially hundreds of surveys.
During the recent Cameroon mission, the idea came up, to have "geolocked" Public surveys. E.g., one survey that only shows up for users located in Cameroon. One survey that only shows up for users in Sierra Leone. Etc.
According to @andreia-ferreira implementation would be quite coding-intensive, but short-term proof of concept could be hard-coded into Ground Android.
Anyway, I guess this would need to be discussed first.
