Default `analysis_options.yaml` for Dart Functions template

A default analysis_options.yaml to be included in Dart Firebase Functions template for consistent code style. This will be equivalent to eslint in JS.

I suggest the below created via dart create . command. It would need lints: ^6.0.0 to be included in dev_dependencies to work.

Thanks for opening up this feature request! I agree that this is good idea, for JavaScript and TypeScript codebases we setup eslint - maybe we could do something similar to that here.

Functions can be deployed with firebase deploy.
