We will produce docs that explain a standard enterprise narrative for OPA/Rego

1. policy as first-class concern
2. seperation fo concern
   • security teams can own policies
   • policies become reviewable artifacts (which Rego is industrialized already)
     • built in tooling/testing/eval/audit for the policy language is already production grade
3. same policy language for hooks and and enterprise router to simplify zero-trust approaches

This isnt a replacement for complex side effects or general hook scripting. There wont quite be any vibe-coder developer efficiency over hooks until 2026 with typescript abstractions.
