Give access to people who don't have access to the repository

Hi, I would like people who don't have access to the code to be able to see issues on codetree. Is there an easy way to accomplish that, apart from putting the issues in a separate repository?

This feature has been missing for a long time on GitHub, would be epic if we could use CodeTree work around it.

Usecase: give contractor QA engineers etc. access to view and create issues without getting access to the source code.
