Match cloudify-plugins-common version with release on PyPi

It would make more sense for the cloudify-plugins-common version in setup.py to actually match the one that is available on PyPi (as of right now: 3.4.a3). The same goes for the cloudify-dsl-parser.

Hi there,

The project's version is currently progressing with Cloudify's versions, in order to use a template for Cloudify 3.3.1 see the 3.3.1 tag.

We will consider having the master branch point to a template which works with the latest stable version of Cloudify.
