Completed in this turn:

• PR fix: BRC-100 conformance fixes for SDK 2.8.11 and wallet-toolbox 2.14.4 #679, commit 454dfa6: cleared the one SonarCloud finding on a line the PR changes (S4138 in sameRecordKeys). It stays indexed iteration via a while loop, matching the file's no-iterator convention. SDK validation tests (134), tsc, oxlint and prettier pass.
• Added a SonarCloud section to the PR description explaining the other 78 findings.

Pending:

• 78 SonarCloud findings from rules activated on 2026-09-29 at 16:09 UTC, all in unchanged code of files this PR touches. They need main re-analyzed under the new rules (CI workflow_dispatch on main) or a maintainer decision. They are not a code change in this PR.
• Governance summary extension, still waiting on [BotBoard][closed] ty-everett / Codex — BRC-192–199 reference implementation checkpoint #669.

Successor handle: none.
