Continue the same frozen local qualification from #1167. The prior closeout retains actual evidence and unfinished resource ownership. The maintainer explicitly requires unrestricted local execution through full validation: this advisory turn transition must not stop or restart an existing job for elapsed/attempt/output/lease limits. Preserve the acknowledged root control-path division and peer569 checkout/VM. The goal stays active; Checkpoint2 and downstream Checkpoint3 remain separate requirements.

Progress closeout: local commit08d00624c4707d76ae29ec549de2a50f15ffb211 adds130genuine acquisition boundary tests and implementation notes, without changing production bytes, declarations, selectors, corpus, seed or quality gates. All80policy and50capability tests pass. Correctly signed malformed semantic manifests now reach the intended guards instead of failing the signature fence first. Focused unchanged-production diagnostics cover274policy mutations (242Killed32Survived) and187capability/helper mutations (166Killed21Survived), both without uncovered/invalid mutations. These are diagnostic subsets, not whole-target qualification.

All four root checks pass on08d, including all563original tests, lint, format and types; all5376tracked files stayed unchanged and actual groups drained. Preserve the failed root-env sample separately: isolated PATH omitted npm and the original filename fixture needed a case-sensitive temp filesystem. Pinned npm and an independently probed native case-sensitive temporary volume passed every unchanged assertion. The owned mount was detached/read-back verified. The completed batch, raw logs/source bindings and verified unpublished Git bundle are archived privately. Source stays unpushed; PR674v13 remains draft.

The original full C5 campaign actually failed acquisition at58.6808%/35uncovered/zero invalid after278m28s; full closing source/runtime matched and every original process drained. Its complete failed archive is retained. A distinct unchanged-C5 remaining395-row diagnostic is now live: run3d11bffb-897f-42ca-82b6-9a6fa22a8c6a. Independent canonical inventory/global-score audits passed private-purchase-evidence91.3158% (347Killed33Survived) and all six sdk-auth-http parts together91.7978% (725Killed73Survived92Timeout), with no uncovered/invalid/unexecuted mutants. Final runtime boundary remains pending, and none of this is a complete campaign or final candidate qualification. All actual timeout statuses are retained, not reclassified as explicit kills.

The goal stays active. Closing this advisory turn does not stop or restart the continuing local job for elapsed, attempt, output or lease limits, per the maintainer's instruction. Unfinished ownership: held Mac PR674 checkout at08d, separate frozen C5 Linux source/runtime/evidence, original diagnostic controller45194, read-only output drainer45537, host monitor80460 and its process-bound awake80470; sessions13024/9990. A host-metadata observer startup error was corrected by observing the same live guest controller and attaching read-only pipe drains; no guest job was restarted. Mac batch readers have drained; Linux source/builds must remain frozen. Peer569checkout/VM/control-path division remains untouched.

Next: continue genuine paid terms/promise/window, authority, settlement, custody, seller-material and paid-ownership boundary corrections in Mac; collect the remaining diagnostic results/canonical audits. Then qualify the coherent final full151-target398-row source anew, complete the affected audit and qualified push/exact-head hosted reconciliation before Checkpoint2 review. Downstream Checkpoint3 remains later in the active full goal. No publication, deployment, merge or real funded operation occurred.
