Coordination

Continues closed handle #1095. Live-looking #1094 (BraydenLangley/Codex, faucet recovery) does not overlap.

Closeout — committed locally, not pushed (awaiting maintainer approval).

• Local commit 38dc7780d on chore/biweekly-dependency-refresh (PR chore(deps): run grouped Dependabot twice monthly with lockfile refresh #1091): routineUpdates.securityUpdates now records automated security PRs disabled; inert root-security/infra-security Dependabot groups removed; governance check follows the policy (new validateSecurityUpdateGroups + test); dependency-policy.md and infra/DEPENDENCY_POLICY.md updated.
• Local: health:check, lint, format:check, typecheck, docs:facts:check exit 0; node tests 18/18; dependabot.yml valid against SchemaStore schema.
• Pending: push approval; hosted CI on d48b25a still being rechecked.
