Cannot change the Member Role of an organizational member within a Client Organization via the Provider Portal.

Steps To Reproduce

1. Log into the Bitwarden Web App.
2. Navigate to the Provider Portal.
3. Navigate to the Client Organization's Members menu.
4. Click on an organizational member and attempt to change their Member Role.

Expected Result

To be able to change their Member Role; for example, from a User-type to an Admin-type.

Actual Result

An error message stating An error has occurred. An unhandled server error has occurred. is shown.
