The download page only includes the two crosswalk files. It should include the census data as well:

Each series includes dicennial files for 1990 and 2000, then American Community Survey files from 2005 onward.
ACS data comes from samples, so ACS5 data represents 5 years of samples pooled to generate estimates for a single period of time.
Census data is not consistent over time because of changes to underlying geographic units. These files have all been harmonized to the 2010 geographies so they can be combined into a longitudinal file.
