Reframed after #4114 (panic-is-correct-instrument law). The original title said "45 silently_unaccounted asserts" -- that Crime-1 (silent skip) is now CLOSED: #4114 reclassifies any stated assert with no ::assertion fact row as refused-loud, and silently_unaccounted is 0 by construction. datetime's 45 asserts are surfaced as loud refusals, not hidden.

What remains is RECOGNITION work: build the floors/sugars so those 45 datetime assertion shapes lift-and-cite instead of refuse-loud. Drain target under #4016, same class as Call-996 / With / BoolOp. Grep the 45 refused loci for the shared assertion shape and lift it.

Progress receipt at 83f0dc7aa / PR #4163: exact isinstance(value, builtin_type) is now owned before generic CallSugar. Ground string/int/float faces fold; symbolic values emit reserved adt.is_python_type(value, python:type(name)), never call:isinstance. Tuple/unknown local types remain loud. Mandated-WSL focused suite (including call/lambda companions) passed 16/16. This should drain the supported builtin-type isinstance loci in this vendor, but no vendor recensus was run and no issue closure or numeric Delta R is claimed.
