chore(lint): disable eslint rules replaced by oxlint

14 rules disabled after empirical parity sweep confirmed oxlint catches
each one at matching policy. Kept: numeric-separators-style (minimumDigits
gap), unused-imports/no-unused-imports and no-unused-vars (multi-specifier
--fix gap). ESLint retained as compatibility layer; full removal tracked
separately.
