RFC: Deprecate Button Group

Summary

Button Group is basically just a flex wrapper. It is responsible for setting spacing between buttons and aligning them. Now that we have spacing tokens, it's much easier to just use flex yourself.

• currently has issues with tooltip-wrapped buttons
• name disambiguation with Button Group / toolbar component
• it's not immediately obvious what the component does or why to use it
• does not currently exist in Figma or AstroUXDS
• does not work with other components (Push Button)

Because of these reasons, I'm proposing that we deprecate this component.
