[Bug]: Update/remove broken links.puppet.com references

Describe the Bug

There are a number of messages that send the user to links.puppet.com URLs but as with all things Perforce, they aren't maintained and don't work.

Expected Behavior

We should direct users to our own docs.

Steps to Reproduce

Before the links.puppet.com site stopped working, it was supposed to link to https://tickets-archive.ops.puppetlabs.net/browse/PUP-2972 (which is down as well) which leads to this groups discussion.

That operator was removed from the specification 12 years ago.
