GCR, ACR and ECR feeds not caching tokens for long enough

The enhancement

The Need

The token expiry for external feeds using OIDC and AWS elastic container feeds is not respecting the expiry time of the token

Solution

A consistent approach that caches the token based on the actual expiry time of the token.
