siteconfig: correct the retired-queue-manager archive's stale summary
Its closing paragraph still listed SGE as supported, which stopped being true later the same day, and implied that being listed in QueueManagers meant a manager worked. It did not: PBS and LSF emitted Cray NQE/NQS syntax and Moab emitted nothing at all until today. Record that, and the rule that fell out of it -- generate a script and read it before believing the list. Nothing in the C++ depends on these names; the only occurrences were two

comments (RefQueueMgr.C, RunMgmt.C).

Still supported, for the record: Slurm (the common case on new clusters,
27-
and the one to improve), PBS (OpenPBS/PBS Pro), LSF, Moab, SGE and Shell.
28-
SGE is itself legacy -- Oracle discontinued Grid Engine and the surviving
29-
forks are commercial or unmaintained -- but it is still encountered often
30-
enough to keep.

Still supported, for the record: Slurm (the common case on new clusters),

PBS (OpenPBS/PBS Pro), LSF, Moab and Shell. SGE joined the retired list

later the same day -- see the second batch below.

Update 2026-09-22, after actually generating a script for each of them:
31+
being listed in QueueManagers was never evidence that a manager WORKED.
32+
The PBS and LSF directive blocks in submit.site were Cray NQE/NQS syntax
33+
that no current scheduler accepts ("-lM 28Mw", "-lT 7200", the
34+
mpp_t/p_mpp_t/mpp_p resource names, "-J m", a lowercase "-s" for the
35+
shell, and "-r $submitFile" where PBS's -r is the restartable flag and
36+
LSF's is rerunnable, neither being the job name). The Moab block was
37+
empty outright, so Moab jobs carried no directives at all. All three have
38+
been rewritten; only Slurm has been checked against a real scheduler's
39+
documentation on this machine. If you are adding a manager, generate a
40+
script and read it before believing the list.
