CONTRIBUTING.md “first complete report” rule conflicts with “original reporter” claim rule #147

The “Reporting a Bug” section states: “The first complete report of a given bug is the one we reward; later reports of the same bug are closed as duplicates.”

The “Rules” section states: “You must be the original reporter of the bug to claim its reward.”

If reporter A files first with incomplete details and reporter B later files the same bug with a complete report, A is the original reporter but B submitted the first complete report. The two rules conflict, leaving the reward outcome undefined when the earliest submission is incomplete.

Both statements are in CONTRIBUTING.md. The rules section does not defer to or cross-reference the earlier definition of “first complete report,” so the conflict stands on plain reading.
